Clashes Outside Parliament; with MDP Protesters

Tensions flared outside the Parliament building on Wednesday afternoon as opposition Maldivian Democratic Party (MDP) protesters, opposing proposed constitutional amendments by the government, clashed with activists from the ruling People’s National Congress (PNC).

The confrontation followed the submission of a government-backed bill by Hulhudhoo MP Mohamed Shahid. The bill aims to embed anti-defection measures directly into the Constitution. After its presentation on Wednesday morning, the bill was forwarded to the Whole House Committee, with a second parliamentary session scheduled for 5:30 PM the same day to conduct a floor vote.

Article 73(c) of the Constitution already outlines scenarios under which lawmakers lose their seats, including:

  • Failing to repay proven debts as per court rulings.
  • Serving a prison term exceeding 12 months for a criminal conviction.
  • Being less than three years removed from completing a sentence of over 12 months.
  • Holding a judicial position.

The proposed bill seeks to add three new provisions for disqualification:

  • Resigning from, or being expelled from, the party on whose ticket they were elected.
  • Switching parties or being dismissed from a party.
  • Joining a political party after being elected as an independent candidate.

As constitutional amendments require the support of at least three-fourths of Parliament—70 seats—the PNC’s parliamentary supermajority ensures the bill’s likely passage.

MDP protesters gathered outside Parliament, arguing the bill undermines democratic principles. Clashes erupted when pro-government activists, including senior officials, confronted the demonstrators. Some scuffles ensued, with reports of shoving between the groups.

Police intervened, dispersing the pro-government protesters and later moving to control the MDP demonstrators as well.
